The Chhattisgarh state administration has imposed strict regulations on firecracker use and sale, limiting their use to “green” firecrackers and implementing specific timeframes for festivities during Diwali, Chhath Puja, Guru Parv, Christmas, and New Year celebrations. These measures are in accordance with the guidelines set forth by the Supreme Court and the National Green Tribunal to mitigate the environmental impact of firecrackers.
In adherence to the provided guidelines, the following timeframes have been established for the use of firecrackers during different festivities:
- Diwali: From 8 pm to 10 pm
- Chhath Puja: From 6 am to 8 am
- Guru Parv: From 8 pm to 10 pm
- Christmas/New Year: From 11:55 pm to 12:30 pm
Additionally, in response to the pollution challenges faced during the winter season, the state government has invoked its authority under sub-section 5 of Section 19 of the Air (Prevention and Control of Pollution) Act of 1981 to impose a firecracker ban in urban areas of Raipur, Bilaspur, Bhilai-Durg, Raigarh, and Korba. This ban will be enforced from December 1 to January 31 to help alleviate pollution concerns during this period.
The Supreme Court’s order from November 23, 2018, introduced various directives aimed at regulating firecracker use. These guidelines emphasize the sale of eco-friendly and green firecrackers, which generate less pollution, exclusively through licensed vendors. Only firecrackers that adhere to prescribed noise levels can be sold and used. The manufacture, sale, and use of series firecrackers or firecracker sticks have been prohibited. Firecracker manufacturers using specific elements like lithium, arsenic, antimony, lead, and mercury have had their licenses revoked. Furthermore, the sale of firecrackers through online platforms, such as e-commerce websites like Flipkart and Amazon, has been banned.
The district administration has been instructed to rigorously enforce these guidelines, ensuring that citizens have a safe and eco-friendly festive experience.
